Background
This project is aimed to build on Algeria's vast solar energy potential, characterized by high solar irradiation, ample land, and proximity to Europe. With plans to develop 15 GW of renewable power, most of it from solar PV, by 2035, Algeria aims to lead A frica’s solar market while advancing eco - nomic diversification and environmental goals. The focus on local production presents opportunities but also challenges in balancing cost, quality, and durability.
To fully realize this potential, Algeria requires support in creating stable regulatory frameworks, im - proving product quality, and fostering a business -friendly environment. This assignment aims to ad - dress some of these needs and support the market to su stainably harness solar energy.
Objective of the assignment
In light of Algeria’s ambitions to expand its renewable energy portfolio -particularly in photovoltaic (PV) energy -there is a critical need to strengthen the enabling environment for PV deployment, improve lo- cal value creation
, and facilitate partnerships between Algerian and international companies.
This consulting assignment aims to strengthen the capacities of Algerian stakeholders in the field of quality by conducting a comprehensive needs assessment, delivering targeted capacity -building trainings on quality -related topics, and providing advisory support for the development of a na - tional PV quality label. .
Deliverables
Th e required services will include the following from the Contractor:
3.1. Consultancy on Quality Management Training (2 expert days)
• Identify, in consultation with BSW -Solar, GIZ Algeria and , possibly, selected Algerian stakeholders, priority topics in the field of quality management that are most relevant for the Algerian solar sector. Deliverable: Brief needs assessment report outlining recommended quality management themes and justification for their selection (max. 5 pages). 3.2. Development and Delivery of Training Courses on Quality Management (1 2 expert days)
• Based on findings from activity 3.1, design three targeted training courses (up to 3 days each) tailored to the identified needs of the Algerian solar sector.
• Possible training topics may include:
o Identification and assessment of high -quality, internationally certified PV products (for private sector and/or customs), 3
o Identification and assessment of high -quality PV system installations (for private sector companies and/or inspect ions) ,
o Best practices in operation and management of PV systems.
• Implement the training sessions in Algeria.
Deliverable : Training materials and agendas for each session.
3.3. Ad Hoc Advisory on Quality Label Development (3 expert days)
• Provide up to three flexible technical inputs on the conceptual design and feasibility of a potential national quality label for PV products and installations, addressed to stakeholders identified during trainings and/or exchanges under activity 3.1.
• Input to be provided upon request from GIZ or relevant stakeholders during the project duration.
Deliverable: Short consultation notes or technical memos per advisory instance.
3.4. Travel to Algeria ( 3 expert days total)
• Up to t wo round trips from Germany (or other EU country) to Algeria are foreseen to support onsite delivery of training and stakeholder consultations.
• Filing a visa application independently and on time with the Algerian embassy. A visa letter will be provided by GIZ upon request (sufficient lead time required).
• Each round trip is counted as 1 expert days. The entire visa application process is estimated to take 1 expert day.
- Schedule The assignment is expected to start in April and last 4months .A m aximum 20expert days are calculated for the assignment including traveling.
- Profile The consultan t or consultancy firm should provide the following expertise and experience:
Short cover letter / p rofile of the bidder (max. two A4 pages) with a brief introduction of
the person or organization with regard to the task and with a presentation of at least three
and a maximum of five meaningful project references, each with details of the client, con-
tent, duration and time commitment of the bidder.
Tabular curriculum vitae (max. ten A4 pages) of the expert who has the following profes-
sional qualifications:
oProven experience in technical feasibility studies and in the dimensioning/design of large -scale PV plants (preferably grid -connected and ground -mounted); this qualifica- tion is of particular importance; 4 oRelevant professional experience in the technical assessment, planning, and implemen- tation of PV systems, including system sizing, layout considerations, component selec- tion, and assessment of technical constraints; oGood practical knowledge of international standards and quality requirements for PV equipment, installation, and operation, and their application in PV projects; oExperience in the development and delivery of trainings, workshops, or other capacity - building measures is an asset; oProfessional experience in North Africa, francophone Africa, or comparable contexts is an asset; experience in Algeria is an advantage; oGood working knowledge of French; knowledge of English is an advantage;
o Willingness to travel to Algeria and to undertake the necessary steps to obtain a visa.
Price offer for the above -mentioned 20 assignment days as a fixed price offer and stating
the assignment days and the daily rates for the expert to the deadline of the 08.0 4.20 26 to Lea Dunst ( dunst@bsw -solar.de ).
Criteria for the evaluation of tenders and for the award of the contract
The contract is awarded to the tender offering the best cost -benefit ratio. This will be determined on
the basis of the following evaluation criteria for quality and price after the negotiations have been
conducted.

** Calculation of the total points for the daily rate ( on prices submitted by min. three qualified bid-
ders):
Price of the lowest offer: 30 points
Price of the middle offer: 15 points
Price of the highest offer: 0 point
Budget and Payment
The contract will cover up to 2 0 expert days including 2 travel days. Fifty percent of the total pay-
ment
shall be made at the commencement of the assignment, with the remaining fifty percent paya-
ble upon completion of the assignment and formal acceptance of the deliverables
