The working group for bicycle- and pedestrian-friendly municipalities in Rheinland-Pfalz (AGFFK-RLP e.V.) is an association of cities, districts and municipal associations that is dedicated to the systematic promotion of environmentally friendly local mobility.[1][2] As a modern network, the AGFFK-RLP was founded in May 2023 and has since united a growing membership of local authorities.[2]
The AGFFK-RLP pursues the overarching goal of systematically improving the conditions for cycling and pedestrian traffic and thus permanently increasing their share of the Modal Split.[1][2] The organization functions as a central platform for intensive internal and external networking of its member municipalities, creating a strong, united voice at all political levels - both in public relations and in dialogue with state politics and state authorities.[2]

The founding of the AGFFK-RLP on May 5, 2023 in Kaiserslautern was an important milestone for strengthening cycling in Rheinland-Pfalz.[3] The founding agreement was signed by 41 local authorities, representing together about 2.2 million inhabitants - about 54 percent of the state's population.[10] This underscores the breadth and relevance of the network, as well as the high priority that cycling and pedestrian traffic enjoy in state planning.
The foundation was a central agreement from the Rheinland-Pfalz coalition agreement 2021-2026 and an implementation of the Radverkehrsentwicklungsplan Rheinland-Pfalz 2030.[3] This illustrates the strategic importance of the organization for the mobility transition of the state.
The AGFFK-RLP is supported by the Ministerium für Wirtschaft, Verkehr, Landwirtschaft und Weinbau of the state of Rheinland-Pfalz.[4] The Ministry of Transport accompanies the work as an extraordinary member of the general assembly and provides financial resources - in the state budget 2023/24 a total of 500,000 euros were provided for financial support.[3]
Organizationally, the AGFFK-RLP is led by a board team, headed by Alexander Thewalt, Alderman of the city of Ludwigshafen, as First Chairman.[5][7] The office is located in Koblenz and is supported by the cycling teams in the Landesbetrieb Mobilität Rheinland-Pfalz (LBM RLP).[3]
The AGFFK-RLP pursues an ambitious sustainability goal: increasing the share of cycling and pedestrian traffic in total traffic volume. By improving the conditions for environmentally friendly local mobility, the organization actively contributes to the reduction of traffic emissions, the improvement of air quality and the strengthening of the quality of life in urban areas.[1][2]
The initiative is closely linked to the Radverkehrsentwicklungsplan Rheinland-Pfalz 2030, which sets out a long-term strategy for the transformation of mobility in the state. The AGFFK-RLP thus offers a practical implementation mechanism for this ambitious mobility vision.
The AGFFK-RLP deals with a variety of technical topics of sustainable mobility. The organization follows current transport policy developments, including new regulations in road traffic laws and road traffic regulations. In addition, the AGFFK-RLP organizes specialist conferences such as the Fußverkehrskongress and the Fahrradkommunalkonferenz, which serve as exchange and training platforms.[1]
Overall, the AGFFK-RLP positions itself as a modern, cooperative network that supports cities and municipalities in building a sustainable, future-proof and citizen-friendly mobility.
