The Aufsichts- und Dienstleistungsdirektion (ADD) is a central intermediate authority of the state of Rheinland-Pfalz with headquarters in Trier and several branches throughout the state.[2][6] As a higher state authority with over 1,000 employees, it performs a variety of tasks in the areas of municipal affairs and security, school and education, social affairs, economy, agriculture and viticulture.[1][2][3] It acts as a reliable partner for municipalities, schools, citizens, by bundling supervision, advice, support and services.[1][9]
The ADD monitors and advises 24 district administrations, 12 independent cities and 8 large district-affiliated cities in municipal matters, including monument protection, fire and disaster protection, public order (e.g. registration, weapons and immigration law) and foundation supervision.[2][3] In the education sector, it is responsible for the , processes school construction measures and manages personnel matters for around 41,000 teachers.[2][8]
In addition, the ADD promotes municipal development through programs for infrastructure, village renewal, urban renewal, sports facilities and rural areas (e.g. Leader, Natura 2000, broadband funding).[1][3][10] In agriculture, it supports approval bodies with EU, federal and state funding to ensure uniform standards and sustainable structural adjustments.[3] Other priorities include foreigners and refugees affairs, ordnance disposal and service for public bodies.[3]
The core mission of the ADD is to sustainably strengthen the performance of municipal corporations and the quality of education in Rheinland-Pfalz.[1] Through transparent supervision, efficient processes and qualified advice, it aims to be a strong partner for municipalities, schools and citizens.[1][2] Values such as reliability, service orientation and expertise characterize the work - complemented by a high degree of collegial cohesion (rating 4.2/5) and interesting tasks (4.3/5).[4]
Sustainability is at the heart of many initiatives: The ADD drives ecological, economic and social development, for example by promoting Natura 2000, rural area structuring and broadband expansion.[3] Internally, it is committed to environmental and social awareness (rating 3.4/5) and equality (4.2/5).[4] As a founding member of the "Erfolgsfaktor Familie" network (for over 15 years), it promotes the compatibility of work and family life through flexible working hours, part-time models, teleworking, care advice and holiday care.[5] This creates framework conditions for a family-friendly culture and sustainable personnel policy.[5]
The ADD remains dynamic: Current highlights include the Erasmus+ Quality Seal for educational engagement and cooperations such as the first state-wide municipal supervision conference.[7][8] With a focus on innovation and citizen proximity, it positions itself as an indispensable pillar of the Rhineland-Palatinate administration.[1][9]
