The Berlin Institut für Partizipation (bipar) is a leading institution that has been committed to the participatory development of democratic society since 2017 at the House of Democracy in Berlin. Politically independent, the institute promotes a comprehensive culture of participation that includes citizen involvement, direct democracy, and modern representative decision-making.
The bipar offers a wide range of services, including consulting, evaluations, seminars, as well as studies and research. It supports parliaments, ministries, municipalities, and companies in the strategic design of participation processes and the promotion of democracy. Through a modular training concept and individually tailored lectures, the institute promotes political participation at all levels.
The main mission of the Berlin Institut für Partizipation is to strengthen and diversify democracy through sustainable and comprehensive citizen participation. The institute is convinced that the future viability of representative democracy depends on the active involvement of citizens in political decision-making. It works internationally and participatively, supported by over 170 associated members from science, administration, and practice.
The bipar is engaged in numerous networks and initiatives to promote democratic participation. It is a member of the Professional Association for Citizen Participation e.V., the international network for participatory budgeting, and the German Open Government Network. Additionally, it coordinates the Alliance for Diverse Democracy, which advocates for representative, direct democratic, and dialogue-oriented participation.
The institute operates the leading information portal for participation in Germany and regularly publishes the KURSBUCH BÜRGERBETEILIGUNG, which analyzes the status quo of participation. Further publications are released by Republik Verlag, which connect scientific findings with practical experiences.
The bipar has developed the evaluation procedure "Good Citizen Participation," which analyzes the participation practices of municipalities and institutions. This procedure takes into account the experiences of all actors and examines the interactions and contributions of political decision-makers, administration, and citizens.
The institute works closely with universities and research institutions to develop new degree programs and realize research projects. It sees itself as a partner for citizens, political decision-makers, scientists, public authorities, associations, and companies that seek more and more effective participation.
The Berlin Institut für Partizipation is a non-profit organization that integrates paid and voluntary engagement equally. It offers a "Participatory Workspace" for its members and promotes a participatory corporate culture as a success criterion in the modern working world.
