The Federal Office for Building and Regional Planning (BBR) and the Bundesministerium für Wohnen, Stadtentwicklung und Bauwesen (BMWSB) are central institutions in Germany that deal with the areas of construction, urban development, regional planning, and housing.
The main mission of the BMWSB and the BBR is to ensure adequate, affordable, and climate-appropriate housing supply. They aim to create attractive living environments with functioning and efficient infrastructures and public spaces. Values such as sustainability, social justice, and the promotion of livable cities and communities are at the forefront[4].
As part of the "Reform Federal Construction" project, the Federal Agency for Real Estate Tasks (BImA) has gained more competencies in federal construction and now assumes responsibility for the planning, construction, and operation of federal buildings and properties. However, the BBR remains active as the technical supervisory and construction-executing level of federal construction in Berlin and Bonn[3].
The BMWSB and the BBR work closely together to implement the goals of a sustainable, social, and climate-appropriate construction and urban development policy and to improve the quality of life in the cities and municipalities of Germany.
