The CDU-Fraktion Berlin is the largest parliamentary group in the Berlin House of Representatives and represents the interests of the citizens of the capital through its 52 members of parliament from all Berlin districts.[3][7] As a political force, the parliamentary group sees itself as an advocate for a modern, safe and economically strong city.
The CDU-Fraktion Berlin positions itself as a representative of thoroughness, the rule of law and democratic values. Under the leadership of Dirk Stettner as chairman of the parliamentary group, the commitment to the free democratic basic order is at the heart of the political work.[3] The parliamentary group acts according to the principle "Thoroughness takes precedence over speed. Law takes precedence over volume" and sees itself as the guardian of the Basic Law, which it defends in accordance with the rule of law and with respect for institutions.[3]
Security and Public Order
A central focus is on security in the city. The CDU-Fraktion played a key role in the adoption of a new police law that brings comprehensive improvements.[3] These include increased video protection measures in crime-ridden areas, extended storage periods for data in public transport to 72 hours, and the linking of emergency calls with location data for faster assistance in emergencies.[3] In the fight against terrorism and organized crime, the parliamentary group relies on modern instruments such as source telecommunications surveillance, online searches and biometric searches.[3]
A particular concern of the parliamentary group is the protection of victims of domestic and gender-based violence. The measures include extended restraining orders for perpetrators (from 14 to 28 days), electronic ankle bracelets in high-risk cases and digital security messages for people at risk.[3]
Administrative Modernization and Efficient Structures
The CDU-Fraktion Berlin is committed to a comprehensive modernization of the Berlin administration with a focus on service orientation, efficiency and digitization.[2] The problem of unclear responsibilities between the Senate and the districts, which leads to dual responsibilities and inefficient processes, is recognized. The parliamentary group is calling for innovative, fast and unbureaucratic authorities that work in a customer-friendly manner.[4]
To solve these structural problems, the CDU-Fraktion proposes holding a constitutional convention to reorganize the relationship between the state and district levels and to simplify procedures.[4] The convention should be staffed with experts from the Senate, the House of Representatives, the districts, as well as experts and representatives of socially relevant groups.
Housing and Housing Policy
Under the motto "Fair housing for all," the CDU-Fraktion is working on solutions for affordable housing without neglecting the supply.[5] The parliamentary group focuses both on social housing and cooperative housing and specifically takes into account the concerns of the middle class.[5] An innovative project is the planned introduction of a rent cadastre, in which the rents of all rented apartments in Berlin are recorded and publicly accessible, in order to serve as a basis for fair rent indexes.[5]
The parliamentary group is also committed to restructuring the modernization levy in order to achieve a fair distribution of costs between landlords and tenants.[5]
Economy and Creative Industries
The CDU-Fraktion Berlin is working to expand and strengthen the city's creative and digital scene.[8] The establishment of a creative and digital business location is part of this strategy to position Berlin as an innovative and economically attractive location.
Energy and Security of Supply
A central concern is ensuring affordable energy supply for all Berlin households, companies, self-employed people as well as social and public institutions.[5] The parliamentary group sees a reliable energy supply at competitive prices as a prerequisite for a strong economy and quality of life.
The CDU-Fraktion Berlin is characterized by a pragmatic and solution-oriented approach. It refrains from making empty promises and instead focuses on concrete, implemented measures that are noticeable in the everyday lives of citizens. In doing so, it pursues the principle that those who are diligent and committed do not deserve support that reduces the incentive to perform - an idea that is particularly guiding in housing policy and social policy.[5]
The parliamentary group sees its role not only in criticizing existing conditions, but in actively shaping political solutions that work for both new immigrants and long-term Berliners.
