The Film- und Medienstiftung NRW GmbH, founded in 1991, is one of the leading funding institutions in Germany and Europe with an annual funding volume of around 35 million euros.[1][2][3] It strengthens the cultural and economic development of the film and media industry in North Rhine-Westphalia as one of the most dynamic media locations.[1][2]
The foundation supports a wide range of projects: cinema and television films, series, documentaries, games, web content and innovative audiovisual formats in all production phases - from script and development to post-production.[1][3][6] The focus is particularly on low-budget and young talent projects, graduation films from film schools and international co-productions that combine creative quality with economic potential.[2][6] Funding is also provided for the modernization of cinemas, exceptional radio plays and location marketing to position NRW as an attractive filming location.[1][6] Since the name change in 2011 (from Filmstiftung Nordrhein-Westfalen), it has also integrated the tasks of the former Mediencluster NRW in order to promote innovative media content and networking of young creatives with established producers.[2][4] In total, it has funded over since its foundation.[2]
Current initiatives underline its innovative strength: Together with the WDR, the "Made in NRW" development initiative was launched, which provides 300,000 euros annually to fund up to six projects in the early development phase - across all genres for film, series and digital ARD formats.[8] The new documentary series DOK.COLOGNE with lit.COLOGNE brings together prominent personalities such as Caroline Wahl and Benno Fürmann to present inspiring films.[8] Successes such as the triple award for the funded film Staatsschutz by Faraz Shariat at the Berlinale (Heiner Carow Prize, CICAE ART Cinema Award, Panorama Audience Award) show the impact.[8]
The main mission is to strengthen film and media culture and economy in NRW: It creates scope for creative talents, promotes cultural diversity and economic impulses - for example through productions by international directors such as Ron Howard, Jim Jarmusch or Lars von Trier.[1][6] Values such as independence (through expert committees), focus on quality instead of pure market pressure and regional networking characterize the work.[2] As Germany's financially strongest state funding, it positions NRW as a driving force for the entire industry, including hits such as "Lindenstraße" or "Alarm für Cobra 11".[4][6]
The shareholders are the State of North Rhine-Westphalia (40%), WDR (40%), ZDF (10%) and RTL Deutschland (10%) - a strong public-private partnership.[1][2][5] The foundation holds investments in key institutions such as the ifs internationale filmschule köln, the Mediengründerzentrum NRW, the Grimme-Institut and German Films, which promote the export of German films worldwide.[1][3][7] Since December 2024, it has moved its headquarters to Cologne.[2]
Explicit sustainability goals are not highlighted in detail, but the promotion of innovative, resource-saving formats (e.g. digital content, low-budget projects) and cinema renovation indirectly contribute to environmentally conscious production.[6] The foundation remains future-oriented: Through strategy changes and partnerships such as with WDR or lit.COLOGNE, it secures NRW as a creative hotspot - for filmmakers who move and inspire.[4][8]
