Die Hochschule für Öffentliche Verwaltung Bremen (HfÖV) is a state-recognized university of applied sciences with a special focus on the practical training of civil servants in the higher career paths of the public service. Since its foundation in 1979, the HfÖV has offered three specialized degree programs: Police Service, Risk and Security Management, and Taxes and Law. These degree programs are closely linked to professional practice, with theoretical knowledge being supplemented by internships, workshops and cooperation with authorities, companies, chambers and associations. The small number of students and small learning groups create a personal learning atmosphere that enables individual support and promotes exchange[1][2][4].
The main mission of the university is to train highly qualified specialists and managers for public administrations, security institutions and business-related areas. The HfÖV attaches great importance to career orientation, practical relevance and interdisciplinarity. A special feature is the double qualification in the Taxes and Law degree program, which integrates both a Bachelor's degree and vocational training as a tax clerk. In addition, the university supports the internationalization of its students through a wide range of foreign language courses, intercultural teaching projects and an extensive Erasmus partner network[2][3][4].
Sustainability and social responsibility are reflected in the university's mission statement through the promotion of diversity, democracy and cosmopolitanism. The HfÖV is committed to sustainable development in the public sector as well as in security and administrative work by offering modern, scientifically sound and at the same time challenge-oriented study content. Initiatives to promote psychological counseling and research centers such as the Jean Monnet Center of Excellence for Crime Research underline the holistic and future-oriented focus of the university[4][7].
In summary, the Hochschule für Öffentliche Verwaltung Bremen combines high academic quality with strong practical relevance and a clear social mission. It not only prepares its students professionally and methodically for responsible activities in administration, security and taxes, but also promotes intercultural skills and sustainable thinking in order to meet current and future social requirements.
