The Gemeindeverwaltungsverband Kirchberg-Weihungstal (GVV) is a public corporation that has been coordinating municipal cooperation in the idyllic region of the Weihungstal since April 23, 1972.[2][1] Founded as part of the Baden-Württemberg district and municipal reform of 1968–1974, the association unites the member municipalities of Hüttisheim, Illerkirchberg, Schnürpflingen and Staig. This structure aims at efficient administrative units with around 8,000 inhabitants and enables optimal use of resources in a rural location.[2]
The GVV takes over central administrative, budgetary, treasury and accounting tasks that would otherwise have to be carried out decentrally in the municipalities. The include:

The main mission of the GVV is to strengthen municipal self-government through cooperation: Following intensive negotiations, the association was chosen as the ideal solution to efficiently bundle tasks and maintain the quality of life in the member municipalities.[2] Core values are efficiency, transparency and regionality – evident in the ongoing updating of the association's statutes (as of November 4, 2024), which set out clear rules for the association's operations.[6] The focus on joint infrastructure such as schools and industrial parks underscores the commitment to sustainable development and citizen proximity.[3]
Although explicit sustainability programs are not described in detail in the sources, the structure of the GVV reflects sustainable principles: The joint all-day school promotes educational opportunities and reduces resource consumption through centralization.[2] The industrial park supports regional economic cycles, minimizes commuting and strengthens local value creation. The GVV Kirchberg-Weihungstal embodies successful inter-municipality: It creates synergies that strengthen small municipalities without diminishing their autonomy.
