Sächsischer Rechnungshof
The
Der Sächsischer Rechnungshof (SRH) is the supreme independent financial control authority of the Free State of Saxony, based in Döbeln. Its central task is the comprehensive audit of the state's budget and financial management, including state-owned enterprises, special funds and legal entities under public and, in some cases, private law. The SRH ensures that public funds are used lawfully, economically and efficiently, and advises both the Landtag and the state government on the basis of its audit results[1][2][4].
The Sächsischer Rechnungshof was founded in its current form in 1991, although its roots go back to the early 18th century. It looks back on a long tradition of financial control and acts as the financial conscience of the Free State with the aim of promoting transparency, accountability and responsible use of public funds[4]. The SRH is headed by the President, who is elected by the Saxon Landtag with a two-thirds majority for twelve years and cannot be re-elected.
The SRH not only audits the correct accounting, but also assesses compliance with all relevant budgetary regulations as well as the economy and expediency of the use of public funds. The authority can carry out audits itself or have them carried out by state audit offices. The Court of Auditors publishes a detailed audit report every year, which is submitted to the Landtag and the state government and contains important recommendations for the future[2][5].
Sustainability and responsible use of resources are integral components of the Court of Auditors' work. By auditing the economic efficiency of public projects, for example in the area of school construction or digitisation, the SRH helps to ensure long-term efficiency and sustainability in state action. In addition, the Court of Auditors promotes careful management for the benefit of future generations by auditing environmental and resource management[3][5].
As an independent institution, the Sächsischer Rechnungshof also cooperates internationally with other Courts of Auditors in order to exchange experience and continuously improve the quality of financial control. For example, it works with the Courts of Auditors of Kärnten and Vienna in joint peer reviews in order to mutually assess and further develop the effectiveness of their organisations[1].
The Sächsischer Rechnungshof stands for integrity, transparency and efficiency in public finances. It is a guarantor for the lawful and appropriate use of tax money and makes a significant contribution to good governance in the Free State of Saxony.
