Organizational Context
The Office of the Inspector General (OIG) is an independent office within UNHCR, reporting directly to the High Commissioner. It comprises the Evaluation and Audit Services. The Head of the Evaluation Office is responsible for leading and managing the Evaluation Service, ensuring the quality, independence, and relevance of UNHCR's evaluations.
The Role
The Head of the Evaluation Office will lead and manage the Evaluation Service, ensuring the quality, independence, and relevance of UNHCR's evaluations. This role is crucial for promoting accountability, learning, and informed decision-making within the organization. The incumbent will report to the Inspector General and will be responsible for developing and implementing the biennial evaluation plan, managing the evaluation budget, and overseeing the conduct of evaluations.
Responsibilities
- Develop and implement the biennial evaluation plan in consultation with senior management and relevant stakeholders.
- Manage the planning, execution, and dissemination of independent evaluations of UNHCR's programmes, policies, and operations.
- Ensure that evaluations are conducted in accordance with international standards and best practices, maintaining objectivity and rigor.
- Provide guidance and support to evaluation teams, including consultants, ensuring the quality of their work.
- Oversee the management of the evaluation budget and resources, ensuring efficient and effective use.
- Promote a culture of learning and accountability within UNHCR by disseminating evaluation findings and recommendations to relevant stakeholders.
- Engage with external stakeholders, including donors, partner organizations, and academic institutions, on evaluation matters.
- Contribute to the overall strategic direction of the Office of the Inspector General.
- Manage and mentor staff within the Evaluation Service.
Qualifications
Education:
Advanced university degree (Master's degree or equivalent) in a relevant field such as international relations, public administration, economics, social sciences, or a related discipline. A first-level university degree in combination with two additional years of relevant experience may be accepted in lieu of an advanced university degree.
Work Experience:
- A minimum of 10 years of professional experience in evaluation, policy analysis, or programme management, with at least 5 years in a senior management or leadership role.
- Demonstrated experience in designing, managing, and conducting complex evaluations, preferably in the humanitarian or development sector.
- Strong understanding of evaluation methodologies, frameworks, and quality assurance processes.
- Proven experience in managing teams and budgets.
- Experience in stakeholder engagement and communication.
- Familiarity with the UN system and/or humanitarian operations is desirable.

Languages:
Fluency in English is required. Knowledge of another UN official language (French, Spanish, Arabic, Russian, or Chinese) is an asset.

Contractual Information:
This is a full-time position. The contract duration is for an initial period of two years, with the possibility of extension.
