    Einführung

    The Head of Border Security and Management Unit is responsible for providing support and expertise on border security and management issues within the OSCE Secretariat. They will work closely with the OSCE Chairperson-in-Office, Secretary General, and participating States to ensure strong human rights protection and fundamental freedoms-oriented programming. The successful candidate will also be responsible for managing the development of the BSMU Unified Budget cycle, providing guidance on the drafting and implementation of border security and management programs, and closely following developments in thematic areas related to border security. They will act as the focal point for border-related matters throughout the OSCE area and maintain close relations with all OSCE participating States and Partners for Co-operation. The necessary qualifications for this position include a second-level university degree or equivalent specialized higher education in law, law enforcement, political science, public administration, or a related field, a minimum of ten years of professional-level experience in international security, demonstrated experience in fundraising and resource mobilization, and sound knowledge of OSCE principles and commitments. The candidate should also have professional fluency in English with excellent communication skills, demonstrated gender awareness and sensitivity, and the ability to work effectively in a diverse team. Computer literacy and proficiency in Microsoft applications are also required.

    Aufgaben

    • Providing support to the OSCE Chairperson-in-Office, Secretary General, Co/TNT and participating States on all border security and management-related matters
    • Managing the development of the BSMU Unified Budget cycle and related proposals
    • Giving guidance on the drafting, implementation, monitoring and evaluation of OSCE border security and management programmes or projects
    • Closely following developments in a series of thematic areas pertaining to border security and management
    • Acting as the focal point for border-related matters throughout the OSCE area
    • Preparing and following up on the implementation of the border-related decisions of the participating States
    • Performing other related duties as required

    Voraussetzungen

    • Second-level university degree or an equivalent specialized higher education establishment in law, law enforcement, political science, public administration or a related field
    • A minimum of ten years of professional-level experience in international security, including border-related issues
    • Demonstrated experience in fundraising, donor relations and resource mobilization
    • Sound knowledge of OSCE principles, commitments and fundamental documents
    • Professional fluency in English with excellent communication (both oral and written) skills
    • Demonstrated gender awareness and sensitivity
    • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views
    • Computer literate with practical experience using Microsoft applications
