Organizational Context

The Office of the Inspector General (OIG) is an independent office within UNHCR, reporting directly to the High Commissioner. It comprises the Evaluation and Audit Services. The Head of the Evaluation Office is responsible for leading and managing the Evaluation Service, ensuring the quality, independence, and relevance of UNHCR's evaluations.

The Role

The Head of the Evaluation Office will lead and manage the Evaluation Service, ensuring the quality, independence, and relevance of UNHCR's evaluations. This role is crucial for promoting accountability, learning, and informed decision-making within the organization. The incumbent will report to the Inspector General and will be responsible for developing and implementing the biennial evaluation plan, managing the evaluation budget, and overseeing the conduct of evaluations.

Responsibilities

Develop and implement the biennial evaluation plan in consultation with senior management and relevant stakeholders.
Manage the planning, execution, and dissemination of independent evaluations of UNHCR's programmes, policies, and operations.
Ensure that evaluations are conducted in accordance with international standards and best practices, maintaining objectivity and rigor.
Provide guidance and support to evaluation teams, including consultants, ensuring the quality of their work.
Oversee the management of the evaluation budget and resources, ensuring efficient and effective use.
Promote a culture of learning and accountability within UNHCR by disseminating evaluation findings and recommendations to relevant stakeholders.
Engage with external stakeholders, including donors, partner organizations, and academic institutions, on evaluation matters.
