Job Opening: Project Manager in Berlin (Iraq/MENA)

From October or November 2026, elbarlament is seeking a Project Manager (salary based on the BUND TvöD pay scale), on a full-time or part-time (80 per cent) basis, based in Berlin.

Elbarlament is a peacebuilding and democracy support organisation, with a strong focus on empowering women and youth. Its work is focussed on three thematic areas: Inclusive Political Participation; Women, Peace and Security (WPS); and the Gender – Climate – Security nexus. Through our projects, we support public institutions and civil society actors in designing and implementing initiatives that promote peaceful coexistence, foster democratic norms and practices, and develop integrated solutions to address the impacts of climate change.

We follow a con fl ict-sensitive and gender-transformative approach in supporting locally owned reform agendas through capacity development, dialogue facilitation, policy analysis, arts-based approaches, and technical assistance. The project manager will be responsible for the operational, technical and fi nancial management of our new project in Iraq.

The aim of the project is to strengthen the institutional capacities of the Ministry of Water Resources for climate-resilient and gender-equitable water management in Iraq through the institutionalised promotion of women in leadership positions, institutional strengthening and cross-institutional cooperation. The project combines leadership training and mentoring programmes for female professionals with training and technical support to promote institutional and political reform processes for senior management at the Ministry of Water Resources, with a view to driving sustainable change at individual, organisational and political levels.

The project manager’s responsibilities include:

Management of the project in close consultation with a member of the elbarlament Executive Board
Conceptualisation and technical preparation of the planned project activities, as well as ongoing project coordination, including the preparation of technical and fi nancial reports
